Read the fine print on the back of the bag - the active ingredient should be pectin (same as you make fruit jelly from) - does a wonderful job.

Pectin coats the throat keeps it from getting dry and scratchy and soothes irritation at the same time. 

I have the exact same problem (cardiac related aversion to cold meds as well) and they help most the time.
If you cant find those, a pharmacist may be able to help you find another throat drop with Pectin.  Dimetapp (the cough med company) makes some bear lollipops for kids throats with it as well.
